IT development strategy in Ukraine in the current environment

If we follow the evolution of Ukrainian IT market, we can distinguish the following stages:

• The formation of the IT market dates back to the Soviet and early post-Soviet period, when all IT was concentrated in large institutions and various enterprises, from the defense industry to money management institutions like the National Bank of Ukraine.
• The second stage was the emergence of independent service or industry-specific IT businesses that provided domain registration services, mailboxes, hosting providers, banner systems, or various news or entertainment IT portals.
• The third stage was the development of service IT companies, which grew rapidly due to cheap labor, globalization processes and the rapid growth of global demand for IT services.
• The fourth stage began after the post-covid rapid growth of IT companies. It is characterized by the entry of such Ukrainian product companies as Ajax, Grammarly, and many others into the top. The prerequisites for the “productization” of service IT companies were the limited labor market and the country’s increased riskiness in the current environment.

This does not mean that service companies will disappear. They will exist for years, just like scientific institutes and national IT services. But their influence in Ukraine will decrease, and product IT companies of regional or global level will emerge instead.
